Special Waste

Any solid, liquid, semi-solid, gaseous material and associated containers generated as a direct or indirect result of an industrial process or from the removal of contaminants from the air, water, or land.

Special Waste
Special Waste is NOT:

Municipal-type solid waste (MSW)

  • Commercial, retail, institutional waste
  • Non-manufacturing facilities
  • Other similar establishments or facilities

General household waste

Domestic sewage

  • Does not include WWTP sludge.

Landscape waste

Uncontaminated construction / demolition (C&D) debris

  • From a building, road structure, etc. that is not involved with any manufacturing or industrial process.

Uncontaminated packaging material

  • Not previously in direct contact with products, raw material or waste.

Special Waste includes but is not limited to the following:

Asbestos waste (From a building, structure or unit that is involved with a manufacturer or industrial process.) (Regulated ACM)

  • Friable asbestos containing less than 1% asbestos that when dry, can be crumbled, pulverized or reduced to powder by hand pressure.
  • Non-friable asbestos containing material that when dry cannot be crumbled, pulverized or reduced to powder by hand.
  • Includes: but not limited to, packing materials, gaskets, resilient floor coverings, asphalt roofing products, transite shingles, and transite pipe.

Liquids

  • A waste that fails the paint filter test is considered a liquid waste for disposal.  No liquids can be directly disposed into a landfill.  It will require stabilization at an approved landfill prior to disposal.
  • Consumer packaged liquids (i.e.: cases of juice) are exempt from this rule, but should be treated as special waste.

Manufacturing and or industrial wastes

  • Resulting from (or incidental to) operations of industry, manufacturing, mining or agriculture.

Plant trash

  • Generated from an industrial/manufacturing facility.

Out-dated products/Off spec. products

  • Require special handling based on product, customer demand or landfill needs.

  • Solids

  • Asbestos

Contaminated soils and debris

Incinerator ash

Pharmaceutical wastes

Pollution control wastes

Regulated radioactive wastes

Untreated biomedical (infectious) wastes

Sludge

  • Wet or dry

Waste Water Treatment Plant sludge

  • Municipal. Residential/ Industrial (WWTP).

Empty Containers

  • RCRA empty rule, containing less than 1" of residue.

Refrigerants/Appliances

  • Requires verification that refrigerant has been evacuated.

Fluorescent light bulbs/ ballast

Compressed gas containers
Valves removed, air out 24 hours.  Aerosol cans must be punctured.
